Researches done with respect to the situation of disabled people in different countries, show that this group are deprived from basic facilities such as health, housing and education compared to others [1].

… [2-4]. Experts believe that disabled people in Iran lack the urban basic facilities to participate in the society in the metropolises of Iran. They believe that there are disabled cities in Iran rather than disabled citizens [5]… [7-0].

The aim of this study was to evaluate the rate of satisfaction, to assess the factors influencing urban management in line with the veteran`s and disabled people`s benefits of civil rights as citizens in the use of spaces and urban services and to offer strategies for the adaptation of the spaces and urban facilities.

This study is applied research, and it is descriptive-analytic.

This study was conducted in 2015. The research society consisted of physical-motor disabled people and veterans over 6 years old who were classified to the groups of spinal cord injury, low-vision and blind, physical-movement injury, and deaf.

The number of samples using simple random sampling and Cochran`s formula was estimated 379. 30.4% of the respondents were veterans and 69.6% of them were disabled people.

Research data was collected using interview, observation and questionnaire. Delphi method was used to prepare the research questionnaire. Delphi is a systematic approach in the research for extracting the comments of a group of experts and the stakeholders about a topic. In this method, the group consensus is facilitated through a series of rounds of questionnaire maintaining anonymity of respondents and feedback comments to the panel. Delphi technique has several varieties that in this study, Decision Delphi was used. This panel method consists of people in the position of decision making. 50 people participated in the panel. Participants include responsible experts, a group of war veterans, and disabled people in the City of Shiraz. These people commented on the similar questions for at least two times and ultimately the questions and the items of the questionnaire were prepared based on consensus of the people. The questionnaire was prepared into two sections of “A” and “B”. The distribution of the questionnaire was conducted by the interviewer, along with the interview in the route of study randomly and at different times of the day. In the section “A” to calculate the satisfaction of walking, urban space and equipment, related questions were summed and satisfaction item was achieved. In section “B”, also, the effective factors on the public spaces in the above mentioned space was evaluated and scored using a Likert scale. In the interview with the people, also, questions concerning other facilities and regulations that should be considered for the veterans and disabled people around the city should be considered and the existing problems in the urban spaces were presented. Cronbach`s alpha coefficient was used to assess the reliability of the questionnaire, and it was calculated as 0.87. To analyze the data SPSS 20 and to evaluate the data descriptive statistics were used.

The reasons for the presence of civilians in the Islamic Revolution St. in Sharaz were: 1) Referring to the workplace, schools, health centers and other urban activity centers, 2) Access to the premises or means of public transport and 3) walking for spending leisure time. In the studied area, the main problems of veterans and disabled people in terms of urban spaces and facilities were the physical obstacles in the pedestrian path and lack of proper planning of urban services and facilities concerning the physical condition of the veterans that were divided and ranked into two groups of temporary and permanent barriers (Table 1). In general, satisfaction of veterans and disabled people with physical-motor disability with adaptation of spaces, services and urban facilities in the studied route was less than 40% and equal to 22.2%. In the section of interview, also, issues such as the lack of ramp or the existence of non-standard ones in the stair-form passages, improper connecting bridges, non-flatness of the connecting bridges over the pedestrian path one the street and interruption in the continuity of the route, no specific parking for the disable people`s vehicles, lack of warning signs compatible to the blind, improper placement of ATM and so on. In order to help to achieve article 2 of comprehensive legislation protecting the rights of veterans and disable people to improve their secure access to the facilities, criteria were presented to achieve optimal conditions (Table 3).

… [11-36].In the study conducted by Ghazanfarpour et al., it was shown that the least facilities were not provided in Kerman city, and of 23 studied parks in Kerman, only one park had the required facilities for veterans and disabled people [37]. … [38].

Making appropriate passages for all citizens, especially those with the limited range of motions is considered an imperative issue.

Of the limitations of this study, lack of accessible information back for identifying veterans and disabled people as well as lack of coordination meeting with the city authorizes with respect to the veterans and disabled people`s affairs can be mentioned.

Sidewalks and urban areas of Islamic Revolution St. In Shiraz city does not meet the needs of veterans and physical-motor disabled people. The major problems of the disabled persons in this street are lack of continuous movement in the sidewalks, poor road network, equipment and urban furniture. The lowest level of satisfaction is related to public transport system, and the greatest satisfaction is with urban furniture. Meanwhile, in total, the rate of satisfaction of physical-movement disabled people with the studied route is less than 40% and equal to 22.2%.
