Forensic Medicine Organization has an effective role in establishing divine limits. There are several factors and indicators in the full implementation of the policy. Identifying these factors is especially important for the implementation of efficient policy.

… [1-12]. In the studies of experts in policy, several factors have been identified and categorized as effective factors in the implementation of public policy, with different interpretations. It is very important that policymakers while being aware of and paying attention to the set of these factors, try to increase the opportunity and chance of successful implementation of a policy through the realization of these factors.

The aim of this study was to provide a model of factors related to the implementation of the country's forensic medicine policies based on the Islamic value system.

The present study is descriptive and correlational, which was performed by the survey method.

The statistical population of the study was 225 people of medical and non-medical experts in Ardabil, Chaharmahal and Bakhtiari, Tehran, Ilam, and South Khorasan provinces selected by cluster sampling method.

Cochran's method was used to calculate the sample size.

In order to collect the required data, three questionnaires of factors related to policy implementation, policy implementation, and Islamic value system were used that were scored on a five-point Likert scale. To prepare the questionnaires, in the first stage, by studying the documents in magazines, books, and publications, and also based on various theories presented by experts in the implementation of policy, at first, a list of factors and conditions affecting the implementation of the policy was extracted (the reviewed value sources included books and articles cited by experts). An expert questionnaire was developed simultaneously with this list and the Likert scale. In this questionnaire, experts in specialized and general policies were asked to comment on the importance of each of the factors and conditions affecting the implementation of policies. The questionnaires were provided to the subjects and after filling out, they were collected, summarized, and analyzed, and finally, 225 questionnaires were completed. The collected data were analyzed by SPSS 23 and AMOS 23 software and using a one-sample t-test, confirmatory factor analysis, and structural equation.

Components of factors related to the implementation of policies, including the dimensions of clear targeting and correct formulation of policies, support from legal authorities, behavioral and personality characteristics of executors, the expertise and skills of the executors, target groups and users, and the efficient administrative system and bureaucracy were at a more than satisfactory level, whereas the dimension of selecting appropriate tools and necessary resources were at a satisfactory level. Components of policy implementation, including the dimension of implementation of general policies, were at a level of more than satisfactory, and the dimension of implementation of specialized policies was at a good level. The components of the Islamic value system, including the dimensions of responsibility, superiority and competition, honesty, respect for others, values and norms, empathy, and loyalty were also at a strong level, and the dimension of justice and fairness was at a very strong level (Table 1).There was a significant relationship between the factors related to the implementation of the policy and the implementation of the policies by the forensic medicine organization (p <0.05). Given the positive path coefficient (0.836), this relationship was additive (direct); this means that by increasing and improving the implementation of factors related to the implementation of the policy, the context for the implementation of the policies of the Forensic Medicine Organization will be provided more. Based on the coefficient of determination (R2), 70% of the changes in the implementation of the policies of the Forensic Medicine Organization were explained by the factors related to the implementation of the policy. Also, the effect of the Islamic value system variable as a moderator was confirmed. In other words, it can be confirmed that the variable of the Islamic value system adjusts the relationship between the factors related to the implementation of the policy and the implementation of the policies of the Forensic Medicine Organization from 0.836 to 0.250 (Table 2).Finally, the model of factors related to the implementation of forensic medicine policies based on the Islamic value system had a good fit (Table 3).In order to evaluate and determine the effectiveness of the proposed research model, the conceptual model and the results of the model evaluation were provided to 30 experts who participated in designing the model, of whom 29 experts (96.7%) confirmed the effectiveness of the model.

According to the results of the present study, there was a relationship between the behavioral and personality characteristics of the executors with the implementation of the policies of the Forensic Medicine Organization with regard to the moderating role of the Islamic value system. Also, the behavioral and personality characteristics of the executors had an additive (direct) effect on the implementation of the policies of the forensic organization. This result is in line with the general policies of the administrative system, the policies of the resistance economy, the civil service management law, the values of the Forensic Medicine Organization, organization formation law, judicial development programs, policies of economic, social, and cultural development programs of the Islamic Republic of Iran [13-16], as well as the research by Zargham Borujeni & Bazrafshan on the factors affecting the implementation of tourism policies [17], the research by Memarzadeh & Taherpour Kalantari on the conditions and factors affecting the implementation of tax policies in Iran [18], the study by Rangriz et al. on the barriers to public policy implementation in government organizations using the meta-combined method [19], and the Yu review study on the status of the new South Korean teacher evaluation system [20]. … [20-36].

Comparative research with other organizations and samples of other provinces of Iran is recommended.

One of the limitations of this study was the time-consuming research process and the limited time to collect and provide information.

The model of factors related to the implementation of forensic medicine policies in the country based on the Islamic value system has a good fit.
